We only keep the current version of the docs live on the webserver. You can install a local copy of the R19 docwiki by downloading and installing the package available on the product download site.

Yes. Only note that the installable uses a different search engine which is only able to search page titles, not page content. Otherwise, the content and organization is the same (it installs a wiki & web server on your machine which then behaves like the main online server).
