setcatenv. exe error on korean windows xp

On windows xp professional korean version setcatenv.exe doesn't start and
return the error : "System can not execute the specified program" (in korean of course
I have translated it in google translator).
There is some "special" set up program to use with far east windows versions ? Or I
have done something wrong ?

Hi there,
I have just searched in google and found that if you dont have setcatenv.exe(or V5) runtime dependant modules, then you may get this kind of similar error. Can you please just check this once?
