HOOPS license

I am a university customer and a newbie.
My colleagues and I to have not yet created a programs based on the HOOPS. However, yesterday I tried to compile and run a few demo examples of HOOPS 19. However, when they start, there is always a 'MessageBox' with the following text:
Warning (60/203) from HOOPS routine 'Update_One_Display'
This copy of HOOPS has not been licensed for commercial
development or distribution purposes. Copying is prohibited.
To obtain rights to develop and / or distribute applications
based on HOOPS, please contact Tech Soft 3D at
510-883-2180 or email support@techsoft3d.com
Yesterday I asked a question about this message on the forum and Spatial Moderator advised me to contact the Spatial Customer Support.
Please tell me we always have to apply for a license key for the next version of HOOPS in Spatial Customer Support? Or not? If the key is needed, why I can not get it in Download Area (as with Spatial's components)?
Or I do not understand something? :)
